MINCODE Statement Condemning the Death of Vicente “Vic” Paglinawan, one of Peasants
and Civil Society Organizations leaders in Mindanao
THE Mindanao Coalition of Development NGO Networks (MINCODE), a broad aggrupation of NGOs, POs,
cooperatives, social service organizations and academe and church-based groups, strongly condemns the
senseless killing of Vicente “Vic” Paglinawan. Vic’s untimely death is a big lost to farmer’s organization and other
social movements, in general.
Vic was shot dead by two motorcycle riding men in his hometown in Barangay Malabog, Paquibato District, Davao
City last November 23, 2008.Three bullets were pumped into his head causing his death.
Vic has been involved in social development work in Mindanao for years. He is one of peasant leaders in
organizing farmers groups and an agri-cooperative, MEIDECO, which is based in Malabog. He championed the
cause of farmers and has been recognized as one of the dedicated leaders of PAKISAMA, a national confederation
of peasant federations in the Philippines. His being active in community development works has also earned his
involvement as one of the leaders of PANDAYAN and AKBAYAN in Mindanao. Vic is a current member of the
MINCODE Council representing PAKISAMA and the Vice-chairperson of Pambansang Kilusan ng mga Samahang
Magsasaka in Mindanao (PAKISAMA-Mindanao).
The death of Vic is another case of extra judicial killing and abuse of human rights. It added to the long list of
victims that the present government still failed to resolve. For this, MINCODE:
• Calls on the police authorities of Davao City to conduct a thorough manhunt operation for the speedy capture
of the suspects; penalize the perpetrators and ensure that speedy justice is served to the victims;
• Calls on Pres Arroyo to take seriously the issues of extra-judicial killings and human rights abuses in the
country especially in Mindanao;
• Challenges the NGO communities and other social movements in Mindanao and in the Philippines to remain
vigilant against all forces that tries to destroy democratic processes and institutions in the pursuit of justice and
human rights; and
• Calls on colleagues in social development work to continue the campaign for the extension of CARP and
ensuring reforms for which Vic stood for.
