MINCODE Statement on the Banisilan Incident
The Mindanao Coalition of Development NGO Networks (MINCODE) strongly
support President Benigno Simeon C. Aquino III and laud him for remaining
steadfast in his position to respect the ongoing peace negotiations between the
GPH and the MILF and not wage an all-out war against the MILF. We commend P-
Noy’s commitment to Peace by ways of peace as we join him in calling for an
impartial investigation of the bloody clash in Al-barka town in Basilan. We extend
our sympathies to the families of all those who were killed and we support the
calls to seek justice for them.

The peace talks between the GPH and the MILF is an ongoing process. There is a
ceasefire agreement between the two parties that provides clear mechanisms for
solving incidents such as the one in Al-barka. We call on the International
Monitoring Team (IMT) to immediately investigate this unfortunate incident even as
we call on both parties to meet through the Coordinating Committee on the
Cessation of Hostilities (CCCH) to prevent the escalation of violence.
Our member networks through our base NGO/PO/cooperatives members are
calling on our partners in communities all over Mindanao to remain calm and help
to explain the imperative and the importance of seeking a peaceful resolution to
this latest incident as we denounce in very strong terms the irresponsible calls to
wage an all-out war again.

We denounce the actions of people in the print and broadcast media who are
fanning these blood-thirsty calls and we call on them to be responsible in
reporting the facts of the incident and not sow fear and anger among our people
and worst, incite them to support war.

We commit to walking only in the Paths of Peace, wherever we work in urban and
rural poor communities in Mindanao. We will stand unafraid to denounce loud and
clear the all-out war campaigns and the violation of human rights in many
communities in Mindanao. Our passion for peace is in the heart of our work for
sustainable development so that we continue to work for the end of conflicts that
divide us, to put an end to the senseless loss of lives and property because of war
and conflict. We know all too well that our civilian partners in the communities
suffer the most in any situation of conflict. Development efforts are rendered
useless when people development efforts grind to a halt.

No to war! Yes to Peace!
